Installing ucspi-tcp Without Root privs

To install ucspi-tcp without root privs, edit the following file at any point before running make setup check. Here's what my conf-home looks like:

conf-home

/home/pi

This is the ucspi-tcp home directory. Programs will be installed in
./bin

Note that ./bin is a relative path. I tried making it an absolute path, but the install never happened. I tested out tcpserver after installing with this method and it worked properly.
